This one was also on Loop Road, in a very dry period.  But, as you can see, he found enough water to get wet, and was feeding on the dying fish in the last drying-up pools.

I have also seen otters in salt water from my kayak -- one in the tidal creek just south of Matheson Hammock's Wading Beach, and two others near the put-in tunnel at Black Point.  The one at Matheson sort of freaked me out at first because it first showed itself as a fast-moving V in the water, coming toward me.  I thought it might be a crocodile underwater until it popped its head up.
