Everglades to the south.

Isn't supposed to flow there?
Answer: Not (naturally) anymore.

 I have always known that water will puddle up where rain is heaviest but I thought it always eventually, gradually flowed basically south albiet ever so slowly.  I will have to study the map some day.. I would imagine there is some backpumping going on but I dont understand why a pump is needed to push water south unless the natural southerly flow is blocked. 

Are you saying they are pumping the water south out of Lake O?  Does this mean they are making WCA1 into a huge lake?

WCA1 is 4 ft higher than Lake O.  To get water into it, therefore requires pumping it.  Is it a lake?  My understanding is that flow mostly occurs around the perimeter canal, not through the marsh ... therefore in a way, yes.
